Shawn Bailey is a Class of 2013 graduate of Westfield State University with a Bachelor's degree in Geography and Regional Planning and a Class of 2016 graduate of Boston University with a Master's Degree in City Planning. He has been working at OCPC since 2015 as a Transportation Planner. Mr. Bailey will be overseeing the Congestion Management Process as well as working on the Pavement Management Systems, Unified Planning Work Program (UPWP), data collection, and the Septic Management Program.

Ombudsman Program Director
Lila Burgess has been the Ombudsman Program Director at OCPC since 1998. In this capacity, she addresses consumer complaints and concerns regarding long-term care facilities. She has a Certificate in Gerontology from Mount St. Vincent University and a Bachelor's degree in Business Administration from St. Mary's University.

Senior Transportation Planner
Paul Chenard joined OCPC in May 2013, and will be assisting in transportation planning studies and data collection. Paul has a work background in public transportation, having previously worked at the SFMTA, NYMTA, and HARTransit. He holds a Master of Urban Planning from New York University and a Bachelor of Arts in Urban Studies and Planning from San Francisco State University.

Senior Transportation Planner
Ray Guarino has been a Transportation Planner with OCPC since 2005. He manages highway corridor studies, traffic and crash analyses, and traffic safety audits, oversees the pavement management system, and assists in research, analysis and writing for a number of OCPC's reports. He holds a Bachelor's degree in Urban Studies from Boston State College and a Master's degree in Public Affairs with a concentration in Urban Planning from the University of Massachusetts Boston.

Administrator of Area Agency on Aging
Patrick Hamilton has been with OCPC since 1994 and has been the Administrator of the OCPC Area Agency on Aging since 1998. He holds a Bachelor's degree in Gerontology from Metropolitan State College of Denver, and Master's degrees in Public Administration and Gerontology from the University of Southern California.

Economic Development / Community Planner
Bruce Hughes has worked in economic development and transportation planning at OCPC since 1990. He is a graduate of the University of Massachusetts Boston with a Bachelor's degree in Political Science, and received a Master's degree in Public Administration from Bridgewater State College. He also has attained a Certification from the Economic Development Institute of the University of Oklahoma. He participates in the Northeastern Economic Developers Association, the Massachusetts Economic Development Council, the Citizen Planner Training Collaborative, and the Community Partnership for Adult Education.

Charles Kilmer, AICP
Assistant Director/Transportation Program Manager
As Transportation Program Manager, Charles Kilmer oversees the Transportation Department, and serves as staff lead on multiple regional and community transportation planning projects and performs a wide range of functions including policy analysis, research, data analysis, plan development, community outreach and technical assistance, and project and contract management. He is also Chairman of the Transportation Manager's Group. Additionally, he is responsible for ensuring the Council's compliance with all procedures regarding transportation planning contracts and consistency with federal, state, and local agency regulations, and maintaining federal planning certifications. Additionally, Mr. Kilmer develops the Unified Planning Work Program (UPWP) and Transportation Improvement Program (TIP). Mr. Kilmer holds a Bachelor's Degree in Geography from Bridgewater State College and a Master's Degree in Public Administration from Suffolk University.

Senior Transportation Planner
Bill McNulty has been a Transportation Planner with Old Colony Planning Council since 2000. Bill coordinates the Local Highway Technical Assistance and Safety Management Systems programs. Additional responsibilities include bicycle and pedestrian planning, transit technical assistance, and Intelligent Transportation Systems (ITS) planning. Bill is a Class of 2000 graduate from Bridgewater State College, with a Bachelor of Science degree in Geography, with concentrations in Regional and Economic Development and Environmental Protection Sciences.

Mr. Mowatt is a graduate of Westfield State College with a Bachelor's degree in Geography and Regional Planning. He joined OCPC in May of 2010 and is assisting the Transportation Department with data collection activities, as well as developing the annual Transit Directory.

A Class of 2013 graduate of Westfield State University, Mr. Pereira holds a Bachelor's Degree in Geography and Regional Planning with a Minor in Ethnic and Gender Studies. He previously worked as Massbike's Springfield Healthy Design Coordinator, focusing on bicycle and pedestrian improvements, public outreach, and raising awareness to bicycling as reliable transportation. Mr. Pereira will be utilizing his experience by applying it to the Regional Transportation Plan MovingU 2040 update. He will also be assisting in community and transportation planning studies and data collection.

Andrew Vidal joined OCPC in May of 2010 to assist the GIS and Transportation Departments. He creates maps and manages spatial data for various OCPC projects, and works on the data collection program. His main responsibility has been the development of OCPC's new website. He is a graduate of Bridgewater State College with a Bachelor's degree in Geography.

James R. Watson, AICP
James R Watson, AICP, has worked at OCPC since 1982 and has been Supervisor of Comprehensive Planning since 1986. He is responsible for local master plans, community development plans, open space plans and the present regional strategic planning project. He also has been responsible for several environmental and water resource projects and a number of specialized housing studies. Earlier he was Physical Planning Manager for the Oakland, California Model City Program and a Planner with the Oakland Planning Department. He holds a Bachelor's degree in History from the University of Massachusetts at Amherst and a Masters degree in Government, as well as a Masters degree in City Planning from Harvard University.
