Call to Order/Introductions: Chairman Mary Waldron called the meeting to order at 12:00 PM.
Minutes of the April 1, 2019 Meeting: Sean O’Brien moved to accept the minutes of the April 1, 2019 meeting as written, seconded by Mary Ellen DeFrias. So voted.
MassDevelopment Bond Review: There was none.
Guest Speaker: Presentation on the 2020 Old Colony MPO Long Range Transportation Plan. Mr. William McNulty, OCPC Senior Transportation Planner: Every four years the Old Colony Metropolitan Planning Organization (MPO) embarks upon an update to the region’s Long Range Transportation Plan (LRTP). The LRTP helps determine how federal and state funding will be spent on transportation infrastructure and services in the Old Colony region over the next 20 years. It is a Federally Required Planning Document that is updated every 4 years. There is a 20 year planning horizon (2020-2040). It guides Capital Investment in regional transportation planning. It is Performance Based Planning. The Old Colony MPO has adopted Statewide Performance Targets. The report document consists of: Chapter 1- Introduction and the Continuing, Comprehensive and Cooperative (3C) Planning Process. Chapter 2- Regional Goals, Objectives and Performance Measures. Chapter 3-Regional Profile and Livability. Chapter 4- The Regional Highway System. Chapter 5 –The Regional Transit System. Chapter 6 – Bicycle and Pedestrian Transportation. Chapter 7 – Environmental Quality, Climate Change, and Hazards. Chapter 8- Safety and Security. Chapter 9- Finance. Chapter 10 – Conclusions and Recommendations. 2020 Old Colony LRTP Timeline: Plan Development, Determination of Capital Investment, Need for Repairing Existing Surface Transportation System (Federal Aid Eligible Roadways) to State of Good Repair (Excellent or Good Condition). Scenario planning which includes how investment will be directed under assumed scenarios and which types of projects will be prioritized. Next Steps include: Draft Document produced by the end of May, 2019. Presentation to Old Colony Joint Transportation Planning Committee at their June, 2019 meeting. Presentation to the Old Colony MPO in June, 2019. The document will then be released for 30 day public review. The document will be presented at the Old Colony Planning Council Council meeting on June 26, 2019. After that, there will be a public presentation. Endorsement by the Old Colony MPO will be asked for at their July 16, 2019 meeting.
