1. Call to Order and Introductions

Chairperson Wadsworth called the meeting to order at 10:00 A.M. and then read the meeting accessibility statement. Those in attendance then introduced themselves.

2. Public Comments

Don Howard provided information on new monorail technology.

3. Minutes of the December 15, 2015 Meeting

Chairperson Wadsworth asked the Signatories for comments or changes regarding the minutes of the December 15, 2015 meeting. The Old Colony MPO then endorsed the minutes of the December 15, 2015 Old Colony MPO Meeting.

4. Brockton Area Transit (BAT) Report

Ray Ledoux stated that BAT has organized meetings with Councils on Aging to talk about their vehicle replacement needs.

BAT has held preliminary discussions with casino proponents regarding transportation mitigation and roadway improvements should there be casinos in Brockton and Taunton.

5. MassDOT District 5 Briefing on Highway and Bridge Projects Under Design and Construction in the Old Colony Region

Pamela Haznar provided a briefing on Highway and Bridge Projects under Design and Construction in the Old Colony Region.

6. FFY 2016-2019 Transportation Improvement Program (TIP) Adjustment 1
Review and Potential Approval

Charles Kilmer provided an overview of the FFY 2016-2019 TIP Adjustment 1. The Adjustment is as follows:

  1. Brockton: Stormwater Improvements Along Route 28 (608134): - Adjustment: Change Mpo; Change Project Description; Change Project Cost; Change Project Additional Information - Adjust cost from $479,100 to $101,935.55 and remove Hingham and Route 3A from Project Description. Previously programmed in Boston MPO TIP. Phase is Construction.
  2. Plymouth: Resurfacing & Related Work On Route 3 (607175): - Adjustment: Increase Cost and Change Additional Information - Adjust Programmed Funds and Additional Information to capture Stormwater increase by $90,000. Adjust to $14,642,040 with Total Cost = $14,252,040 NHS + $390,000 Stormwater. Phase is Construction.

Rob May asked about the cost for the Brockton Stormwater Project and why the cost decreased from $479,100 to $101,935.55. Charles Kilmer responded that the $479,100 amount was the total for the two projects: One in Brockton and one in Hingham.

A motion was made to approve the FFY 2016-2019 Transportation Improvement Program (TIP) Adjustment 1.

The Old Colony MPO voted unanimously to approve the FFY 2016-2019 Transportation Improvement Program (TIP) Adjustment 1.

7. Draft FFY 2015-2018 Transportation Improvement Program (TIP) Amendment 2
Public Comments and Potential Endorsement

Charles Kilmer provided an overview of the FFY 2016-2019 Transportation Improvement Program (TIP ) Amendment 1. The Amendment is as follows:

SECTION 5307

  1. BROCKTON AREA TRANSIT (BAT)
    • AMENDMENT: ADD PROJECT - BUY REPLACEMENT 40-FT BUS (4) (Match in FY17)
    • FEDERAL COST IS $392,000
  2. BROCKTON AREA TRANSIT (BAT)
    • AMENDMENT: ADD PROJECT - BUY REPLACEMENT 35-FT BUS (4) (Match in FY17)
    • FEDERAL COST IS $400,000

FFY 2017

OTHER NON-FEDERAL

  1. BROCKTON AREA TRANSIT (BAT)
    • AMENDMENT: ADD PROJECT - BUY REPLACEMENT 40-FT BUS (4) (Match in FY16)
    • STATE COST IS $1,568,000
  2. BROCKTON AREA TRANSIT (BAT)
    • AMENDMENT: ADD PROJECT - BUY REPLACEMTN 35-FT BUS (4) (Match in FY16)
    • STATE COST IS $1,600,000

Charles Kilmer stated that the Old Colony Joint Transportation Committee (JTC) reviewed and approved Amendment 1.

Richard O'Flaherty asked if the delivery will be in the next 18 months. Ray Ledoux stated that the delivery of the buses will be in June, 2017. Richard O'Flaherty stated that some buses have undergone refurbishing to extend the useful life of the vehicles and asked if the money should have been used somewhere else instead of buying brand new buses.

Ray Ledoux stated that a transit coach's defined life is 500,000 miles or 12 years, and that a midlife overhaul is very important. BAT is working on a beta program with MassDOT to document the cost of transit coaches as they near their midlife, as well as the cost of maintenance beyond the midlife overhauls. Discussion followed.

A motion was made to approve the amendment.

The Old Colony MPO voted unanimously to approve the FFY 2016-2019 TIP Amendment 1.

8. Development of FFY 2017-2021 Transportation Improvement Program (TIP)

Charles Kilmer provided an overview of the FFY 2017-2021 Old Colony TIP Development Schedule:

  1. Outreach and Data Collection (December - February)
  2. Evaluation of Projects (February - March)
  3. Staff Recommendations and Draft TIP (March - April)
  4. Public Review and Endorsement (April - June)

Charles Kilmer stated that the new TIP will be a five (5) year TIP, which will be consistent with Regional Transportation Authorities as well as the MBTA.

Trey Wadsworth stated that Congress passed the Fixing America's Surface Transportation (FAST) Act, which increased funding, so there may be more funds available.

Charles Kilmer went over the cost estimates on Table 1: Draft Old Colony FFY 2017-2021 TIP Projects. Don Howard wanted to know who develops the cost estimates. Charles Kilmer stated that the design consultant usually develops the cost estimates, and in the case of the Hanson Route 14 Project it would be the Firm of Environmental Partners. Discussion followed.

9. Administrative Matters, Other Business, and Date and Time of Next Meeting(s)

Trey Wadsworth gave an update on the Project Selection Advisory Council (PSAC):

Charles Kilmer stated that attached to the staff report is the training announcement for State Fiscal Year 2017: MassDOT Community Transit Grant Program. New applicants who wish to apply are required to attend one of the training sessions.

Charles Kilmer stated that the Old Colony MPO Planning Certification Review is scheduled for Thursday, March 17, 2016 at the Old Colony Planning Council. OCPC staff is preparing advanced materials and should have those into FHWA by the end of this week.

The next MPO Meeting is scheduled for March 15, 2016.
