1. Call to Order and Introductions

Chairperson Woelfel called the meeting to order at 10:00 A.M. and then read the meeting accessibility statement. Those in attendance then introduced themselves.

2. Public Comments

There were no public comments at this time.

3. Minutes of the March 15, 2016 Meeting

Chairperson Woelfel asked the Signatories for comments or changes regarding the minutes of the March 15, 2016 meeting. Dan Salvucci abstained. The Old Colony MPO then endorsed the minutes of the March 15, 2016 Old Colony MPO Meeting.

4. Brockton Area Transit (BAT) Report

There was no BAT report provided at this time.

5. MassDOT District 5 Briefing on Highway and Bridge Projects Under Design and Construction in the Old Colony Region

Pamela Haznar provided a briefing on Highway and Bridge Projects under Design and Construction in the Old Colony Region.

Dan Salvucci inquired about the No Right Turn on Red signs. Charles Kilmer replied that these are typically deployed as a low cost safety countermeasure.

Pine duBois inquired about the activity at Route 3 Bridge over the Jones River in Kingston and noted that a barge is in the river near the structure. Pam Haznar replied that she would look into the activity.

6. Development of the FFY 2016-2019 Old Colony Transportation Improvement Program (TIP) Amendment 2

Charles Kilmer stated that the FFY 2016-2019 TIP Amendment 2 seeks to amend the cost increases for two projects. The Amendment also seeks to amend the funding programs for the two projects. They are as follows:

  1. AVON: INSTALLATION OF A MEDIAN BARRIER ON HARRISON BOULEVARD (608085)
    • AMENDMENT: INCREASE COST AND CHANGE FUNDING PROGRAMS - Amend cost from $460,000 to $2,316,349 and change funding program from HSIP to STP and Other TBD.
  2. BROCKTON: SIGNAL & INTERSECTION IMPROVEMENTS @ ROUTE 123 (BELMONT STREET)/LINWOOD STREET/ LORRAINE AVENUE (606036)
    • AMENDMENT: INCREASE COST AND FUNDING PROGRAMS - Amend cost from $3,541,396 to $4,237,493 and change funding program from CMAQ only to CMAQ and HSIP.

Eldon Moreira questioned the drastic increase for the Avon project. Pam Haznar stated the original amount was just for the median barrier. Leveling and drainage structures had to be installed to prevent flooding around the barrier. This extra work was not anticipated at the beginning of the project.

Charles Kilmer stated that OCPC is working with MassDOT on funding options on how to fund these projects. There is not enough regional target funds to accommodate cost increases for both projects.

7. Development of the FFY 2017-2021 Old Colony Transportation Improvement Program (TIP)

Charles Kilmer provided an overview on the development of the FFY 2017-2021 TIP, and then provided descriptions of the projects. The FFY 2017-2021 Old Colony TIP Development Schedule is as follows:

  1. Outreach and Data Collection (December - February)
  2. Evaluation of Projects (February - March)
  3. Staff Recommendations and Draft TIP (March - April)
  4. TIP Day Consultation with MassDOT (April)
  5. Public Review and Endorsement (April - June)

Easton: Route 138 @ Union Street Signalization and Geometric Improvements

Plymouth: Reconstruction of Taylor Avenue, from White Horse Road to Manomet Point Road, Includes P-13-010

Whitman: Traffic Signal Improvements & Related Work on Bedford Street (Route 18) at 2 Locations: Auburn Street (Route 14) & Temple Street (Route 27)

Brockton: Corridor Improvements on Route 123 (Belmont Street), from Angus Beaton Drive to West Street

Brockton: Intersection Improvements @ Crescent Street (Route 27)/Quincy Street/Massasoit Boulevard

Plymouth: Improvements on Obery Street, from South Street to A.C. Caranci Way/Plymouth North H.S. Drive Intersection

Avon: Intersection Improvements at Harrison Boulevard and Pond Street

State Senator Michael Brady then expressed his support for the Brockton and Easton Projects.

8. Development of the FFY 2017 Old Colony Unified Planning Work Program (UPWP)

Charles Kilmer summarized the Universe of Projects located in the staff report. Charles Kilmer then stated that the Brockton Shuttle Service Connections to Logan Airport and T.F. Green Airport was a recent addition. Chairperson Woelfel asked who would run the service for the Brockton Shuttle Service Connections. Bill McNulty stated that it is non-specific who would run the shuttle service at this time.
