1. Call to Order and Introductions

Chairperson Woelfel called the meeting to order at 10:00 A.M. and then read the meeting accessibility statement. Those in attendance then introduced themselves. Those in attendance then observed a moment of silence for the victims of the Orlando shooting.

2. Public Comments

There were no public comments at this time.

3. Minutes of the May 2016 Meeting

Chairperson Woelfel asked the Signatories for comments or changes regarding the minutes of the May 17, 2016 meeting. The Old Colony MPO then endorsed the minutes of the May 17, 2016 Old Colony MPO Meeting.

4. Brockton Area Transit (BAT) Report

Vice Chairperson Ledoux stated that OCPC is working on and conducting a BAT customer service survey this week.

Vice Chairperson Ledoux stated that BAT is entering the final design phase for the unleaded fueling station at the BAT Facility.

Vice Chairperson Ledoux reported that BAT's new telephone system went live last week. Richard O'Flaherty asked if there were any thoughts on automating the system. There seems to be a lot of calls regarding when the next bus arrives. Vice Chairperson Ledoux stated that BAT has not had a lot of calls regarding bus arrivals and departures.

5. FFY 2016 Old Colony Unified Planning Work Program (UPWP) Budget Reallocation 2

Charles Kilmer reported on the FFY 2016 Old Colony UPWP Budget Reallocation 2. The Proposed FFY 2016 UPWP Budget Reallocation 2 is as follows:

Chairperson Woelfel asked if there is a motion to approve the FFY 2016 Old Colony UPWP Budget Reallocation 2. A motion was made and was seconded.

The Old Colony MPO voted unanimously to approve the FFY 2016 Old Colony UPWP Budget Reallocation 2.

6. FFY 2017 Old Colony Unified Planning Work Program (UPWP)
middot; Review and Potential Release to Public Review and Comment Period

Charles Kilmer reported on the Draft FFY 2017 Old Colony UPWP which provides a narrative of the transportation planning activities and products during the upcoming federal fiscal year. Charles Kilmer then stated that two new planning products included coming out of this program is Task 3300 - Route 123 Corridor Study (Abington and Brockton) and Task 3400 - Route 53 Corridor Study (Hanover, Pembroke, Duxbury, and Kingston).

Chairperson Woelfel asked if there is a motion to release the FFY 2017 Old Colony UPWP to a 30 day public review and comment period. A motion was made and was seconded.

The Old Colony MPO voted unanimously to release the FFY 2017 Old Colony UPWP to a 30 day public review and comment period.

7. FFY 2016-2019 Transportation Improvement Program (TIP) Adjustment 2

Charles Kilmer discussed the FFY 2016-2019 TIP Adjustment 2. The FFY 2016-2019 TIP Adjustment 2 is as follows:

Chairperson Woelfel asked if there is a motion to approve the FFY 2016-2019 TIP Adjustment 2. A motion was made and was seconded.

The Old Colony MPO voted unanimously to approve the FFY 2016-2019 TIP Adjustment 2.

8. FFY 2016-2019 Old Colony Transportation Improvement Program (TIP) Amendment 2
Review and Potential Release to Public Review and Comment Period

Charles Kilmer stated that the FFY 2016-2019 TIP Amendment 2 seeks to amend the cost increases for two (2) roadway projects, and to program five (5) projects that were awarded as part of the Community Transit Grant Program. The FFY 2016-2019 Old Colony TIP Amendment 2 is as follows:

FFY 2016

  1. AVON - INSTALLATION OF A MEDIAN BARRIER ON HARRISON BOULEVARD (608085)
    o AMENDMENT: INCREASE COST AND CHANGE FUNDING PROGRAMS - Amend cost from $460,000 to $2,305,120 and change funding program from HSIP to STP
  2. BROCKTON - SIGNAL & INTERSECTION IMPROVEMENTS @ ROUTE 123 (BELMONT STREET)/ LINWOOD STREET/ LORRAINE AVENUE (606036)
    o AMENDMENT: INCREASE COST AND FUNDING PROGRAMS - Amend cost from $3,541,396 to $4,548,021 and change funding program from CMAQ only to CMAQ and HSIP
  3. BROCKTON AREA TRANSIT (BAT)
    o AMENDMENT: ADD PROJECT - BUY REPLACEMENT 30 FT BUS (8)
    o COST IS $525,942 ($419,637 FEDERAL; $106,305 STATE)
  4. OLD COLONY PLANNING COUNCIL (OCPC)
    o AMENDMENT: ADD PROJECT - OPERATING ASSISTANCE FOR VOLUNTEER TRANSPORTATION PROGRAM (VTP)
    o COST IS $30,496
  5. SOUTH SHORE COMMUNITY ACTION COUNCIL (SSCAC)
    o AMENDMENT: ADD PROJECT - PROGRAM OPERATING ASSISTANCE
    o COST IS $30,000
  6. SOUTH SHORE COMMUNITY ACTION COUNCIL (SSCAC)
    o AMENDMENT: ADD PROJECT - BUY REPLACEMENT VAN (7)
    o COST IS $348,390
  7. SOUTH SHORE COMMUNITY ACTION COUNCIL (SSCAC)
    o AMENDMENT: ADD PROJECT - PILOT PROJECT OPERATING ASSISTANCE
    COST IS $79,571

Chairperson Woelfel asked if there is a motion to release the FFY 2016-2019 Old Colony TIP Amendment 2 to a 30 day public review and comment period. A motion was made and was seconded.

The Old Colony MPO voted unanimously to release the FFY 2016-2019 Old Colony TIP Amendment 2 to a 30 day public review and comment period.

9. FFY 2017-2021 Old Colony Transportation Improvement Program (TIP)
Review and Potential Release to Public Review and Comment Period

Charles Kilmer provided and overview of the FFY 2017-2021 Old Colony TIP.

Richard O'Flaherty commented that moving out the East Bridgewater project by two (2) years is doing a great disservice to the town. Charles Kilmer noted that MassDOT has made some interim sidewalk improvements, and then stated that some projects have increased dramatically in cost and in turn it has delayed other projects because only so much funding is available.

Charles Kilmer then discussed the two TIP programming scenarios: Scenario 1 (yellow highlighting), and Scenario 2 (blue highlighting).

Richard O'Flaherty asked why Scenario 2 was not brought in front of the JTC. Charles Kilmer replied that Scenario 2 was developed after additional project information was received since the June JTC meeting, and that if that Scenario 2 is selected by the MPO, it will be brought before the JTC in July during the 30 Day Public Review and Comment Period.

Ray Ledoux asked for OCPC's recommendations as far as Scenario 1 and Scenario 2.

Pat Ciaramella stated that OCPC's recommendation is to adopt Scenario 2.

Chairperson Woelfel asked if there is a motion to release the FFY 2017-2021 Old Colony TIP incorporating Scenario 2 for a 30 day public review and comment period. A motion was made and was seconded.

The Old Colony MPO voted unanimously to release the FFY 2017-2021 Old Colony TIP incorporating Scenario 2 to a 30 day public review and comment period.

10. Administrative Matters, Other Business, and Date and Time of Next Meeting(s)

Charles Kilmer recognized and commended MassDOT on completing the 2017-2021 Capital Investment Plan (CIP).

Chairperson Woelfel announced that the date for the Moving Together conference has changed to September 29, 2016.

The next MPO meeting is scheduled for July 26, 2016 at 10 AM.

Chairperson Woelfel adjourned the meeting at 10:45 A.M.
