Transportation Planning Staff

Charles Kilmer, AICP
Assistant Director/Transportation Program Manager

As Transportation Program Manager, Charles Kilmer oversees the Transportation Department, and serves as staff lead on multiple regional and community transportation planning projects and performs a wide range of functions including policy analysis, research, data analysis, plan development, community outreach and technical assistance, and project and contract management. He is also Chairman of the Transportation Manager's Group. Additionally, he is responsible for ensuring the Council's compliance with all procedures regarding transportation planning contracts and consistency with federal, state, and local agency regulations, and maintaining federal planning certifications. Additionally, Mr. Kilmer develops the Unified Planning Work Program (UPWP) and Transportation Improvement Program (TIP). Mr. Kilmer holds a Bachelor's Degree in Geography from Bridgewater State College and a Master's Degree in Public Administration from Suffolk University.

Eric Arbeene
Community Planner

Eric Arbeene has been a Community Planner with OCPC since 2009. He is responsible for the following initiatives and activities: Hazard Mitigation Planning, Regional 911 Emergency Dispatch, MEPA Project Reviews, South Coast Rail Technical Assistance, Land Use Management Systems Report, and the Old Colony Regional Policy Plan Update. Eric holds both a Bachelor's degree in Political Science and History and a Master's degree in Public Administration from Bridgewater State College.

Paul Chenard
Transportation Planner

Paul Chenard joined OCPC in May 2013, and will be assisting in transportation planning studies and data collection. Paul has a work background in public transportation, having previously worked at the SFMTA, NYMTA, and HARTransit. He holds a Master of Urban Planning from New York University and a Bachelor of Arts in Urban Studies and Planning from San Francisco State University.

Jed Cornock
Transportation Planner

Jed Cornock has worked at OCPC since 2004 and is a Transportation Planner. He is responsible for the Congestion Management Process, the Data Collection Program, MEPA project reviews, and the Road Inventory Update. Jed graduated from Bridgewater State College with a Bachelor's degree in Geography with an Environmental Protection concentration.

Ray Guarino
Senior Transportation Planner

Ray Guarino has been a Transportation Planner with OCPC since 2005. He manages highway corridor studies, traffic and crash analyses, and traffic safety audits, oversees the pavement management system, and assists in research, analysis and writing for a number of OCPC's reports. He holds a Bachelor's degree in Urban Studies from Boston State College and a Master's degree in Public Affairs with a concentration in Urban Planning from the University of Massachusetts Boston.

William McNulty
Senior Transportation Planner

Bill McNulty has been a Transportation Planner with Old Colony Planning Council since 2000. Bill coordinates the Local Highway Technical Assistance and Safety Management Systems programs. Additional responsibilities include bicycle and pedestrian planning, transit technical assistance, and Intelligent Transportation Systems (ITS) planning. Bill is a Class of 2000 graduate from Bridgewater State College, with a Bachelor of Science degree in Geography, with concentrations in Regional and Economic Development and Environmental Protection Sciences.

Kyle Mowatt
Transportation Planner

Mr. Mowatt is a graduate of Westfield State College with a Bachelor's degree in Geography and Regional Planning. He joined OCPC in May of 2010 and is assisting the Transportation Department with data collection activities, as well as developing the annual Transit Directory.
